Job Description
South African Tourism is seeking a Sourcing Specialist to join its Head Office in Sandton. Reporting to the Sourcing Manager within the Supply Chain and Asset Management Business Unit, the successful candidate will be responsible for managing sourcing activities, supplier relationships, procurement processes, and contract administration while ensuring compliance with public sector procurement regulations.

Key Responsibilities
Supply Chain & Strategic Sourcing
- Develop and implement sourcing strategies that deliver quality products and services while achieving cost savings and value for money.
- Manage the full tender and Request for Quotation (RFQ) process from planning through to award.
- Provide procurement guidance to business units during the development of Terms of Reference (TOR) and specification meetings.
- Evaluate supplier quotations, proposals, and tenders to ensure the best balance of quality, pricing, and service delivery.
- Review supplier contracts and service level agreements to ensure compliance and performance expectations are met.
- Conduct market analysis to identify suitable suppliers and procurement opportunities.
- Maintain accurate procurement records and documentation to support audit requirements and ensure complete audit trails.
- Support internal and external audit processes, including responding to audit findings and engaging with auditors on Supply Chain Management matters.
- Monitor supplier contracts, renewal dates, and procurement activities to ensure continuity and compliance.
Procurement & Contract Administration
- Maintain a central repository of procurement contracts, including supplier information, contract values, goods and services, renewal dates, and expiry notifications.
- Prepare, administer, and manage procurement correspondence and contract documentation throughout the contract lifecycle.
- Partner with business units to understand procurement requirements and provide commercial sourcing advice.
- Recommend appropriate contracting options, terms, and procurement strategies that align with organisational objectives.
- Support internal stakeholders throughout procurement processes to ensure efficient service delivery and compliance.
Vendor & Supplier Management
- Coordinate supplier communication throughout procurement and tender processes.
- Respond to requests for quotations, proposals, supplier information, and procurement documentation.
- Negotiate pricing, delivery schedules, contract terms, and service agreements with suppliers.
- Facilitate contract negotiations in collaboration with the Finance and Legal Business Units.
- Develop and maintain a supplier database, including supplier segmentation based on spend, performance, and risk.
- Monitor supplier performance and collaborate with project teams to ensure contractual obligations and service standards are achieved.
Minimum Requirements
- Bachelor’s Degree in Supply Chain Management, Purchasing, Logistics Management, or an equivalent qualification.
- Minimum of 4 years’ experience in Supply Chain Management, Procurement, Purchasing, Logistics, or a related field.
- Experience managing the end-to-end tender and procurement process.
- Experience within a risk management or audit environment will be advantageous.
- Sound understanding of procurement compliance within the public sector environment.
Knowledge & Experience
- Strong knowledge of South African government procurement legislation and regulatory frameworks.
- Working knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, and related procurement frameworks.
- Ability to interpret procurement policies, legislation, and organisational procedures.
- Experience managing procurement reporting and compliance requirements.
- Working knowledge of Oracle ERP or similar enterprise resource planning systems.
